温哥华“一户改多户” 新政详解

近期温哥华市政府拟推出现有Single House 地块更新为建Multiplex的新政策法规要求。加拿⼤⾼新建筑建材协会为了满足协会会员、地产投资人、建商建材商、建筑师设计师等行业内外人士的热切需求,于2023年9⽉8⽇特邀两位加拿⼤注册建筑师袁野和南军,从新政策简介、政府推出新政策的出发点、规划条例的改变、市政设施的影响、交通与停⻋、可持续发展、相关费⽤、温哥华城市规划历史、对地产开发建设趋势进⾏全⾯剖析。讲座信息在社群一经发布很快就报名额满,未能报名到现场参与的朋友继续在“加拿大高新建筑建材论坛”群里关注互动(入群可扫码上面海报二维码联系工作人员)。

加拿⼤注册建筑师袁野, 从建筑视⻆,对新政策的进⾏全⾯以及深刻的解读,并于对问题进⾏详细的解答。

新政简介

所有RS Zoning都将更新为R1-1 Zoning; 新政全⾯提升⼟地容积率到1.0;⿎励更多Rental Units; 减少独⽴屋建筑⾯积;⼤幅增加Laneway House 容积率;简化审批流程。

政府推出新政的出发点以增加⼩型多⼾住宅为⽬的,增加介于Single Houses 与Townhouse之间“Middle Housing”类型,通过建造更⼤后巷屋以促进社区平等性与多样性;不限制地上⾯积,对残障⼈群友好;减少碳排放;以合并⽤地性质⽽加速审批速度;统⼀分地区规划。

规划条例改变

独⽴屋可提升为建设3-8UNITS;多⼾住宅,最⼤容积率从0.7提升到1.0,但须对提升的容积率⾯积给予相应补偿措施;不要求停⻋位;⿎励增加⾃⾏⻋库,并奖励 24m2 ⾯积不计容。降低前院的退距,统⼀退距为16 feet,两边统⼀退距为4 feet;每⼀⼾需不同出⼊⼝;地下埋深不能超过4 feet;统⼀建筑⾼度不能超过37.7 feet (三层楼);降低独⽴屋容积率从0.7 降为 0.6,增加后巷屋容积率,从0.16 增为0.25。

市政设施影响

对建筑⾼度放宽;减少独⽴屋建筑⾯积以及碳排放;须考虑变电箱PMT位置。

交通与停⻋

新建多⼾住宅不要求停⻋位,并逐渐增加居⺠街边停⻋许可以及收取停⻋费,⿎励公共交通与⾃⾏⻋等慢⾏系统。

可持续发展

步⾏可达的完善社区;减少⼆氧化碳排放;因为提⾼容积率,允许在⼟地前院之外对树砍伐,如现状树⽊在前院,砍树需补树;在政府的预期中,在温哥华东区⽐较独⽴屋、双拼屋与四拼屋的每⼾价格,四拼屋价格每⼾优势明显。

成本费⽤

增容0.7到1.0中,须满⾜以下三种⽀付⽅式的⼀种:1) 向政府按照增容的单位建筑⾯积⽀付费⽤;2) 出售⼀⼾低于市场价格50%,且此⼾建筑⾯积必须满⾜两房982平⽅尺;3) 所有UNITS 都须是Rental Units,可最多建8⼾;政府对温哥华三个区收取费⽤对应的增容单位⾯积不⼀样,温西最⾼,温东最低;在政府的计算中,出售低于市场价格的⼀⼾在资⾦平衡上可⾏。

多⼾出现的必然性

多⼾⼀般出现在低收⼊区域,温哥华正在以⾼密度发展,供应赶不上需求,居⺠收⼊增⻓慢于住宅价格增⻓,多⼾的出现正是应对这⼀社会压⼒。

温哥华规划历史

1930年,温哥华⾸次出现第⼀轮街区规划;1960年,对规划进⾏了修改,然⽽街区道路规划切割如同⼯程师的⽹格化切割,这种⽹格切割⾄今影响温哥华街区规划发展;1986年世贸会让世界认识温哥华这块宝地,城市规划在世贸会影响下发⽣了转折。

温哥华地理局限性

温哥华的⾃然坏境,北部东部靠⼭、西⾯靠海、南⾯紧挨美国,致使⾃然边界⽆法扩张,同时1977年的BC省农业保护法,农业⽤地转为建设⽤地⼗分困难,居住建设⽤地供应短缺。

需加强可⾏性研究

⼀⼾改多⼾之前,曾经调整过⼀⼾改双拼,但市场反应并不强烈;需要对市场承受能⼒可⾏性进⾏研究;需要对各类住宅产品做⽐较研究;需要对成本进⾏多⽅位测算,如单⼾改多⼾后,须多名注册专业⼈⼠进⾏设计,增加投⼊成本。

结束语:新政策将于2023年9⽉14⽇进⾏听证会,如通过,将于⼀个⽉后出Bylaw, 谨慎对应新政策的出台,同时⽴⾜⾃⾝条件与准备抓住机遇和迎接新挑战。
